In 2016, the World Bank formally implemented a massive reform of theguidance it applies to procurements conducted under World Bank-financedprojects. Because of the prominent role that the World Bank plays in shapingprocurement policy, the Bank’s procurement reforms have had a profoundimpact on procurement in many countries around the world. This piece, adraft chapter in the forthcoming Public Procurement and Aid Effectiveness: ARoadmap Under Construction (Annamaria La Chimia & Peter Trepte, eds.,Hart Publishing 2018), reviews the World Bank’s Procurement Framework,including its approaches to procurement methods, bid challenges(complaints), country-system procurement, capacity-building and oversight.The piece assesses the Bank’s reforms against international benchmarks foraid effectiveness, and concludes that the World Bank’s ProcurementFramework is an important step forward, but not an end point forprocurement reform.

Amirmehdi Asghari

Amirmehdi Asghari is the Lead Public Procurement and Contract Management Consultant. Before this, he was the Global Lead Procurement Officer of Project Procurement Office under the Country Programs Complex of the Islamic Development Bank. He served as Senior Project Procurement Specialist, prior to the organizational restructuring of the Bank that occurred in January 2018. Then, since beginning of 2018, he was appointed as Global Lead Procurement Officer (GPO) as per new organizational structure of Country Programs Complex of the Islamic Development Bank (IsDB) and served the Bank until February 2019
